Disasters and public health emergencies raise a variety of ethical dilemmas, often including those that require balancing the best interests of individuals against those of groups or communities. The on-going COVID-19 pandemic provides examples of these ethical conflicts, as do other recent outbreaks. Decisions and actions in this context must address different ethical issues, ranging from those directly related to autonomy, consent, privacy and confidentiality to those related to interventions and technologies, such as efficacy, effectiveness, safety and fair access. This (...) paper aims to identify ethical conflicts with complex resolutions involving aspects related to values, rights and needs of individuals and the collective, and to suggest how such challenges could lead to more positive experiences and outcomes when confronted in future emergencies. O objetivo do estudo é apresentar a experiência de orientação feita para os professores que lecionam para alunos autistas, acompanhados pelo Núcleo de Atenção ao TEA, da (...) cidade de Monte Alto-SP, no período de junho de 2022 a junho de 2023. Trata-se de um estudo descritivo, do tipo relato de experiência, embasado na ciência ABA (Análise do Comportamento Aplicada) e relacionado às vivências com os professores em orientações, realizadas mensalmente. Como resultado, observou-se a dificuldade dos docentes em acolher estes alunos, direcionar atividades, lidar com comportamentos disruptivos e no manejo das atividades de vida diária. Discute-se a importância de uma ferramenta de apoio para proporcionar aos docentes maior respaldo teórico à prática com alunos autistas, para contribuir na inclusão, aprendizagem e socialização no ambiente escolar. Esta experiência ampliou as vivências sobre a perspectiva do professor na inclusão escolar de crianças com TEA, lançando luz sobre a necessidade de formação teórica e instrumentalização dos docentes, considerando as particularidades de neurodesenvolvimento e comportamento desta população e contribuindo para a maior eficácia da assistência educacional inclusiva. Some mental states seem to be "of" or "about" things, or to "say" something. For example, a thought might represent that grass is green, and a visual experience might represent a blue cup. This is intentionality. The aim of this book is to explain this phenomenon. -/- Once we understand intentionality as a phenomenon to be explained, rather than a posit in a theory explaining something else, we can see that there are glaring empirical and in principle difficulties with currently (...) popular tracking and functional role theories of intentionality, which aim to account for intentionality in terms of tracking relations and functional roles. -/- This book develops an alternative theory, the phenomenal intentionality theory (PIT), on which the source of intentionality is none other than phenomenal consciousness, the subjective, felt, or qualitative aspect of mental life. While PIT avoids the problems that plague tracking and functional role theories, it faces its own challenges in accounting for the rich and complex contents of thoughts and the contents of nonconscious states. In responding to these challenges, this book proposes a novel version of PIT, on which all intentionality is phenomenal intentionality, though we in some sense represent many non-phenomenal contents by ascribing them to ourselves. This book further argues that phenomenal consciousness is an intrinsic feature of mental life, resulting in a view that is radically internalistic in spirit: Our phenomenally represented contents are literally in our heads, and any non-phenomenal contents we in some sense represent are expressly targeted by us. Research teams have used extra-uterine systems to support premature fetal lambs and to bring them to maturation in a way not previously possible. The researchers have called attention to possible implications of these systems for sustaining premature human fetuses in a similar way. Some commentators have pointed out that perfecting these systems for human fetuses might alter a standard expectation in abortion practices: that the termination of a pregnancy also entails the death of the fetus. With Biobags, it might be (...) possible, some argue, that no woman has the right to expect that outcome if the technology is able to sustain fetal lifeafteran abortion. In order to protect the expectation that the termination of a pregnancy always entails the death of the fetus, Elizabeth Romanis has argued that fetuses sustained in Biobags have a status different than otherwise ‘born’ children. In support of that view, she argues that these ‘gestatelings’ are incapable of independent life. This argument involves a misunderstanding of the gestational support involved, as well as a misapprehension of neonatology practice. Here, we argue that any human fetus sustained in a Biobag would be as ‘independent’ as any other premature infant, and just as ‘born’. Neonatologists would seem to have certain presumptive moral responsibilities toward any human fetus gestating in a Biobag. It remains a separate question whether the perfection and widespread application of Biobags for premature human beings would or should alter the expectation that ending a pregnancy also entails fetal death. This study examines the impact of a social desirability response bias as a personality characteristic (self-deception and impression management) and as an item characteristic (perceived desirability of the behavior) on self-reported ethical conduct. Findings from a sample of college students revealed that self-reported ethical conduct is associated with both personality and item characteristics, with perceived desirability of behavior having the greatest influence on self-reported conduct. Implications for research in business ethics are drawn, and suggestions are offered for reducing the effects (...) of a socially desirable response bias. (shrink)

This paper compares tracking and phenomenal intentionality theories of intentionality with respect to the issue of naturalism. Tracking theories explicitly aim to naturalize intentionality, while phenomenal intentionality theories generally do not. It might seem that considerations of naturalism count in favor of tracking theories. We survey key considerations relevant to this claim, including some motivations for and objections to the two kinds of theories. We conclude by suggesting that naturalistic considerations may in fact support phenomenal intentionality theories over tracking theories.

Moods and emotions are sometimes thought to be counterexamples to intentionalism, the view that a mental state's phenomenal features are exhausted by its representational features. The problem is that moods and emotions are accompanied by phenomenal experiences that do not seem to be adequately accounted for by any of their plausibly represented contents. This paper develops and defends an intentionalist view of the phenomenal character of moods and emotions on which emotions and some moods represent intentional objects as having sui (...) generis affective properties, which happen to be uninstantiated, and at least some moods represent affective properties not bound to any objects. This dissertation argues that mental representation is identical to phenomenal consciousness, and everything else that appears to be both mental and a matter of representation is not genuine mental representation, but either in some way derived from mental representation, or a case of non-mental representation.

Reliable misrepresentation is getting things wrong in the same way all the time. In Mendelovici 2013, I argue that tracking theories of mental representation cannot allow for certain kinds of reliable misrepresentation, and that this is a problem for those views. Artiga 2013 defends teleosemantics from this argument. He agrees with Mendelovici 2013 that teleosemantics cannot account for clean cases of reliable misrepresentation, but argues that this is not a problem for the views. This paper clarifies and improves the argument (...) in Mendelovici 2013 and response to Artiga's arguments. Tracking theories, teleosemantics included, really do need to allow for clean cases of reliable misrepresentation. (shrink)

Propositionalism is the view that all intentional states are propositional states, which are states with a propositional content, while objectualism is the view that at least some intentional states are objectual states, which are states with objectual contents, such as objects, properties, and kinds. This paper argues that there are two distinct ways of understanding propositionalism and objectualism: (1) as views about the deep nature of the contents of intentional states, and (2) as views about the superficial character of the (...) contents of intentional states. I argue that we should understand the views in the second way. I also argue that the propositionalism debate is fairly independent from debates over the deep nature of intentionality, and that this has implications for arguments for propositionalism and objectualism from claims about the nature of intentional content. I close with a short discussion of how related points apply to the debate over singular content. (shrink)

The most pressing worry for panpsychism is arguably the combination problem, the problem of intelligibly explaining how the experiences of microphysical entities combine to form the experiences of macrophysical entities such as ourselves. This chapter argues that the combination problem is similar in kind to other problems of mental combination that are problems for everyone: the problem of phenomenal unity, the problem of mental structure, and the problem of new quality spaces. The ubiquity of combination problems suggests the ignorance hypothesis, (...) the hypothesis that we are ignorant of certain key facts about mental combination, which allows the panpsychist to avoid certain objections based on the combination problem. Humans’ attitudes towards an event often vary depending on whether the event has already happened or has yet to take place. The dread felt at the thought of a forthcoming examination turns into relief once it is over. People also value past events less than future ones – offering less pay for work already carried out than for the same work to be carried out in the future, as recent research in psychology shows. This volume brings together philosophers and psychologists (...) with a shared interest in such psychological past/future asymmetries. It asks questions such as: What different kinds of psychological past/future asymmetries are there, and how are they related? Under what conditions do humans exhibit them? To what extent do they reflect features of time itself, or particular beliefs people have about time? Are they rational, or at least rationally permissible, or should we aspire to being temporally neutral? What exactly does temporal neutrality consist in? (shrink)

Does an affirmation of theistic evolution make the task of theodicy impossible? In this article, I will review a number of ancient and contemporary responses to the problem of evil as it concerns animal suffering and suggest a possible way forward which employs the ancient Jewish insight that evil—as resistance to God's will that results in suffering and alienation from God's purposes—precedes the arrival of human beings and already has a firm foothold in the nonhuman animal world long before humans (...) are ever tempted to go astray. This theological intuition is conferred renewed relevance in light of the empirical reality of evolutionary gradualism and continuity and in view of the recent findings of cognitive ethology. Consequently, I suggest that taking biological evolution seriously entails understanding “moral evil” as a prehuman phenomenon that emerges gradually through the actions and intentions of “free creatures” which—as evolutionary history unfolded—increasingly possessed greater levels of freedom and degrees of moral culpability. We standardly evaluate counterfactuals and abilities in temporally asymmetric terms—by keeping the past fixed and holding the future open. Only future events depend counterfactually on what happens now. Past events do not. Conversely, past events are relevant to what abilities one has now in a way that future events are not. Lewis, Sider and others continue to evaluate counterfactuals and abilities in temporally asymmetric terms, even in cases of backwards time travel. I’ll argue that we need more temporally neutral methods. (...) The past shouldn’t always be held fixed, because backwards time travel requires backwards counterfactual dependence. Future events should sometimes be held fixed, because they’re in the causal history of the past, and agents have evidence of them independently of their decisions now. We need temporally neutral methods to maintain connections between causation, counterfactuals and evidence, and if counterfactuals are used to explain the temporal asymmetry of causation. (shrink)

Causes always seem to come prior to their effects. What might explain this asymmetry? Causation's temporal asymmetry isn't straightforwardly due to a temporal asymmetry in the laws of nature—the laws are, by and large, temporally symmetric. Nor does the asymmetry appear due to an asymmetry in time itself. This Element examines recent empirical attempts to explain the temporal asymmetry of causation: statistical mechanical accounts, agency accounts and fork asymmetry accounts. None of these accounts are complete yet and a full explanation (...) of the temporal asymmetry of causation will likely require contributions from all three programs. (shrink)

William Lycan is a notable early proponent of representationalism, which is, roughly, the view that a mental state's phenomenal features are nothing over and above its representational features (perhaps in addition to some further ingredients). Representationalism faces a challenge in accounting for perspectival experiences, which are, roughly, experiences that arise from our occupying a particular real or perceived perspective on the world. This paper presents representationalism, situating Lycan's version of representationalism within the representationalist landscape, and describes the challenge from perspectival (...) experiences. It considers three different representationalist treatments of perspectival experiences: the Layered View, which is developed by Lycan; the Relational Properties View, which Lycan eventually comes to endorse; and the Naive View, which, I will argue, combines elements from both views to achieve the best overall view. There are temporal asymmetries in our attitudes towards the past and future. For example, we judge that a given amount of work is worth twice as much if it is described as taking place in the future, compared to the past :796–801, 2008). Does this temporal value asymmetry support a tensed metaphysics? By getting clear on the asymmetry’s features, I’ll argue that it doesn’t. To support a tensed metaphysics, the value asymmetry would need to not vary with temporal distance, apply (...) equally to events concerning oneself and others, and be rational and judged to be so. But evidence suggests the value asymmetry lacks these features. There are, moreover, independent arguments against its rationality. The asymmetry’s features suggest instead that it arises as an emotion-driven generalisation from a temporal bias concerning our future actions. This explanation points towards mechanisms that can play a role in explaining other instances where we generalise about the past and future, and why we’re tempted towards metaphysical pictures of time. According to Lynne Rudder Baker’s Practical Realism, we know that we have beliefs, desires, and other propositional attitudes independent of any scientific investigation. Propositional attitudes are an indispensable part of our everyday conception of the world and not in need of scientific validation. This paper asks what is the nature of the attitudes such that we may know them so well from a commonsense perspective. I argue for a self-ascriptivist view, on which we have propositional attitudes in virtue of ascribing (...) them to ourselves. On this view, propositional attitudes are derived representational states, deriving their contents and their attitude types from our self-ascriptions. (shrink)

Making data broadly accessible is essential to creating a medical information commons. Transparency about data-sharing practices can cultivate trust among prospective and existing MIC participants. We present an analysis of 34 initiatives sharing DNA-derived data based on public information. We describe data-sharing practices captured, including practices related to consent, privacy and security, data access, oversight, and participant engagement. Our results reveal that data-sharing initiatives have some distance to go in achieving transparency.

David Albert explains why we can typically influence the future but not the past by appealing to an initial low-entropy state of the universe. And he argues that in the rare cases where we can influence the past, we cannot use this influence to knowingly gain future rewards: so it does not constitute control. I introduce an important new case in which Albert's account implies we can not only influence the past but control it: a case where our actions in (...) the present are reliably correlated with several events in the present and past. To deal with such cases, we need to appeal to epistemic conditions on deliberation: being agents requires our decisions being epistemically undetermined at the time we make them. In a world with the past-hypothesis, this implies that deliberation will typically come prior to decision. Once deliberation in this direction is established, correlations towards the past cannot then be exploited for control. To explain why we cannot effectively control the past, we need to appeal to deliberation, whether as part of a defence of Albert's account, or used independently to explain the asymmetry of control. Abstract In slogan form, the thesis of this paper is that beliefs are self-verifying fictions: We make them up, but in so doing, they come to exist, and so the fiction of belief is in fact true. This picture of belief emerges from a combination of three independently motivated views: (1) a phenomenal intentionalist picture of intentionality, on which phenomenal consciousness is the basis of intentionality; (2) what I will call a “self-ascriptivist” picture of derived representation, on which non-fundamental representational (...) features are a matter of our ascribing contents to ourselves or our mental states or contents; and (3) a representationalist picture of the attitudes, on which the attitude components of mental states (e.g., the “belief” bit of a belief that P) are represented contents. This paper outlines and motivates the view of beliefs as self-verifying fictions, compares the view to alternative views of belief, and contrasts beliefs on the resulting picture to other belief-like mental states. Do time travellers retain their normal freedom and abilities when they travel back in time? Lewis, Horwich and Sider argue that they do. Time-travelling Tim can kill his young grandfather, his younger self, or whomever else he pleases—and so, it seems can reasonably deliberate about whether to do these things. He might not succeed. But he is still just as free as a non-time traveller. I’ll disagree. The freedom of time travellers is limited by a rational constraint. Tim can’t reasonably (...) deliberate on killing his grandfather, certain that he’ll fail. If Tim follows his evidence, and appropriately self-predicts, he will be certain he won’t kill his grandfather. So if Tim is both evidentially and deliberatively rational, he can’t deliberate on killing his grandfather. This result has consequences. Firstly, it shows how evidential limits in the actual world contribute to our conception of the future as open. Secondly, it undercuts arguments against the possibility of time travel. Thirdly, it affects how we evaluate counterfactuals in time travel worlds, as well as our own. I’ll use the constraint to motivate an evidential and temporally neutral method of evaluating counterfactuals that holds fixed what a relevant deliberating agent has evidence of, independently of her decision. Using this method, an agent’s local abilities may be affected by what happens globally at other times, including the future. (shrink)

Advances in technologies and biomedical informatics have expanded capacity to generate and share biomedical data. With a lens on genomic data, we present a typology characterizing the data-sharing landscape in biomedical research to advance understanding of the key stakeholders and existing data-sharing practices. The typology highlights the diversity of data-sharing efforts and facilitators and reveals how novel data-sharing efforts are challenging existing norms regarding the role of individuals whom the data describe.

Recently the Principia Cybernetica Project undertook a computer‐based collaborative effort to develop a unified system of philosophy. The philosophy and its implementation are explicitly based on evolutionary principles of variation and natural selection (VNS) and a fundamental type of emergence called MetaSystem Transition (MST) which increases the overall freedom and adaptivity of systems. MST, conceived and articulated by Turchin (1977), occurs when a control subsystem is replicated and integrated into a whole through a higher level VNS generated control subsystem. Turchin (...) also articulated the concept of “the will to immortality” which led to Heylighen's (1991) formulation of cybernetic immortality (CI) contingent on immortal meme systems, metarational consciousness, and limitless knowledge. A possible direction of future evolution is the emergence of further levels of organization realized in "superbeing/metabeings.” The precise configuration of these “beings” is still open; an aspect or totality of which may be viewed as "cybernetic immortality.” In this paper, I review aspects of memes and MST as the basis for cybernetic immortality, discuss the potential for further MetaSystem Transitions in humans and human culture (trans‐sapiens and trans‐culture) , generalized CI constructs and interactions between cybernetically immortal constructs. Finally, some reflections are offered concerning the role of CI constructs in future evolution and the evolution of the future. (shrink)

How should we give accounts of scientific modal relations? According to the Humean, we should do so by considering the role of such relations in our lives and scientific theorizing. For example, to give a Humean account of chance, we need to identity a non-modal relation that can play the ‘role’ of chance—typically that of guiding credences and scientifically explaining events. Defenders of Humean accounts claim to be uniquely well placed to meet this aim. Humean chances are objective, and so (...) suitable for explaining. Humean chances reduce to patterns in actual events in a way that limits the possible divergence between relative frequencies and chances. So, they argue, Humean chances can uniquely be shown to satisfy chance−credence principles. I’ll argue that Humeans have no special advantage. When used in scientific contexts, Humean chances must be allowed to diverge from the relative frequencies. So, when considering the scientific question of whether agents who align their credences to the chances will do well, it is merely probable that they will. This scientific use of chance undercuts the Humean’s claimed advantage over their rivals. This undercutting also points to a deeper tension in Humeanism: Humeans must either give up the aim of recovering scientific practice, or live with a disunity between science and metaphysics. While a focus on function is laudable, the motivation for being Humean must come from elsewhere. (shrink)

When we deliberate about what to do, we appear to be free to decide on different options. Three accounts use ordinary beliefs to explain this apparent freedom—appealing to different types of ‘epistemic freedom’. When an agent has epistemic freedom, her evidence while deliberating does not determine what decision she makes. This ‘epistemic gap’ between her evidence and decision explains why her decision appears free. The varieties of epistemic freedom appealed to might look similar. But there is an important difference. Two (...) rely on an agent's ability to justifiably form beliefs unconstrained by evidence, and identify decisions as beliefs—either beliefs about acts or about decisions. But, when used to explain apparent freedom, these accounts face serious problems: they imply that agents have epistemic freedom over evidence-based beliefs, and rely on a faulty notion of justification. Underlying these troubles, it turns out that these accounts presuppose an unexplained apparent ability to form different beliefs. A third variety of epistemic freedom uses ignorance conditions instead (Levi and Kapitan). We appear free partly because we’re ignorant of what we’ll decide. Ignorance-based accounts avoid the above problems, and remain a promising alternative. (shrink)

This research aims to identify the ethical issues perceived by intensive care nurses in their everyday practice. It also aims to understand why these situations were considered an ethical issue and what interventions/strategies have been or are expected to be developed so as to minimize them. Data were collected using a semi-structured interview with 15 nurses working at polyvalent intensive care units in 4 Portuguese hospitals, who were selected by the homogenization of multiple samples. The qualitative content analysis identified end-of-life (...) decisions, privacy, interaction, team work, and health-care access as emerging ethical issues. Personal, team, and institutional aspects emerge as reasons behind the experience of these issues. Personal and team resources are used in and for solving these issues. Moral development and training are the most significant strategies. (shrink)

This paper tries to characterize the factors determining human relations with its environment and to identify the drives of those behavioral patterns and “praxis”. One scrutinizes the physiological and psychological factors that influence those drives, and tries to determine ways of overriding instinctive drives in favor of rational, sustainable ones. It focuses its attention on the way the different ecosystemic, economic and socio-cultural systems work, and pin-points the critical issues in view of the development of sustainable behavioral patterns. Also the (...) values that must build the new behavioral paradigm, as well as the ways to ensure the evolutionary quantum-leap necessary to ensure this sustainable condition, and the fulfilment, at every level, the different needs of humans and human societies, are analyzed. In conclusion, it stresses the fact that any reliable and long lasting change towards a sustainable behavior must start at the individual and the close social groups levels, and of the development of new factors of self-fulfillment and gratification, able to support and foster that change. The proposed epistemological approach is particularly innovative, precisely because of this emphasis on the individual drives and the way they determine the global patterns of environmental use, as well as the way they can evolve into a more rational character. In short, the paper focuses itself in the way man can evolve from its natural animal instincts and drives toward more rational ones, humanizing its behavior and turning, therefore, into an able actor of the process of sustainability building. This paper develops the very basic notions of analysis in a weak second-order theory of arithmetic BTFA whose provably total functions are the polynomial time computable functions. We formalize within BTFA the real number system and the notion of a continuous real function of a real variable. The theory BTFA is able to prove the intermediate value theorem, wherefore it follows that the system of real numbers is a real closed ordered field. In the last section of the paper, we (...) show how to interpret the theory BTFA in Robinson's theory of arithmetic Q. This fact entails that the elementary theory of the real closed ordered fields is interpretable in Q. (shrink)

In this chapter, it is argued that some animal shelters fulfill the conditions that make triage protocols necessary, namely, the operation with limited financial budgets, space, medical resources, and staff. It is suggested that requirements presented for triage in humans can be fruitfully applied to the context of animal shelters. The focus lies on the criteria of maximizing benefit, justice, medical criteria, life-span considerations, fair decision-making, patient will, re-evaluation of triage decisions and changes in the therapeutic goal, and burden of (...) triage and staff support. The establishment of triage protocols for shelters will make the decision-making process less arbitrary, fairer, and more transparent. Furthermore, it is argued that, in situations where disagreement persist among shelter staff, an external Ethics Board could be called in to help analyze and potentially resolve some of the remaining ethical issues. While human vulnerability has been discussed for some time in the contemporary philosophy and bioethics literature, animal vulnerability has received less attention. In this article, I investigate whether the concept of vulnerability, as it is currently used in bioethics, can be meaningfully extended to animals. Furthermore, I discuss the ethical implications of ascribing vulnerability to animals and I show what vulnerability discourse can add to debates on animal ethics. In a first step, I analyse the conditions of vulnerability ascription. By (...) taking as my basis the definition of vulnerability presented by Martin, Tavaglione and Hurst, I demonstrate that some animals fulfil the conditions of vulnerability ascription. I explore the ethical implications of vulnerability ascriptions in three domains: livestock farming, animal experimentation, and animals living in the wild. I argue that many groups of animals currently qualify as particularly vulnerable and should be afforded special protection so that they receive what they are due. I conclude by outlining the differences between vulnerability and sentience ascriptions: while sentience is a sufficient reason to ascribe moral status to a being, vulnerability draws our attention to those who are more likely to be denied what they are due. The lack of consensus in American society regarding the permissibility of assisted suicide and euthanasia is due in large part to a failure to address the nature of the human person involved in the ethical act itself. For Karol Wojtyla, philosopher and Pope, ethical action finds meaning only in an authentic understanding of the person; but it is through acting ( actus humanus ) alone that the human person reveals himself. Knowing what the person ought to be cannot be divorced (...) from what he ought to do; forWojtyla, the structure of the ethical “do” – the act itself – comes first. The current paper will focus on four arguments used to justify assisted suicide and euthanasia: (1) the argument from autonomy, (2) the argument from compassion, (3) the argument from the evil of suffering, and (4) the argument from the loss of dignity. It will seek to answer each claim from the perspective of Karol Wojtyla's philosophical anthropology. Much of this will come from his defining work in pure philosophy, The Acting Person (1969). The final part of the paper will suggest some positive solutions to the stalemate over the euthanasia debate, again drawn from Wojtyla's idea of human fulfillment through participation with the other, and with the community itself.
